GPE latest version can be installed.
Best is use Eclipse 3.7

But to continue with a GAE+Android app do we need some special settings or tools?

Have a look at the numerous apps in the android app market. Decide your area of interest, eg. gaming, social n/w, etc. and then do some brain storming with the people from your group... You'll come up with plenty of ideas. Point is to "INNOVATE". If the idea is your brainchild, you'll work feverently for its completion.
